Here are some basics that you might want to know:

I do voice-over at home via Fiverr, Upwork, and work from my agent but it is much easier for beginners to start on Upwork ?
The first step is to create your portfolio, and then create your specialized voice-over profile on Upwork. Upwork is where you can get voice over work and voice over jobs, the best part is that some clients will accept beginners!

Lastly, when you are ready, you can either find an agent, or call up studios / directors to and submit your portfolio so they can call you up when commercials, video games or animation need voices!

Microphone:

Less than 1k: The BM-800 Kit
Less than 5k: The Blue Snowball Ice USB Microphone
Less than 10k : The Blue Yeti USB Microphone or the Audio Technica AT2020
Less than 20k: Rode NT1A Set plus the Scarlett Focusrite

I DO NOT recommend recording on your phone or tablet as it is simply not possible to edit your voice clips.
